A number of local authorities have embarked upon significant whole service change programmes, which covered changes to practice, structure, system and culture, amongst other profound organisational and system changes. To support the local authorities who have and are embarking on this journey, the Innovation Programme invited participants to come together and share mutual learnings on what is needed for a successful and sustainable implementation.

16 representatives from local authorities from within the Children’s Social Care Innovation Programme and beyond who have been engaged in similar initiatives shared their experiences of implementing large-scale whole-system change. Hampshire County Council and the London Borough of Islington shared their stories to start an enlightening learning conversation
